This is not always true for those in wheelchairs, disabled people, and the elderly. The current Building Regulations recognise this, and require that all non-domestic structures with more than 1 storey have a’refuge area’ – a relatively safe place where those who are unable to use the fire escapes or evacuation lifts may call for help and wait.
In these situations, it is important to have a simple, two-way system of communication. This will help rescuers determine where they need to go and reassure the people that assistance is coming. Emergency Voice Communication Systems (EVCs) are used in refuge areas. SigTEL can be applied to all EVC applications, whether it is a stadium marshalling or fire phone system.
